  Andhra Pradesh Scheduled Tribes Cooperative Finance Corporation Limited.(TRICOR)

The Andhra Pradesh Scheduled Tribes Cooperative Finance Corporation Limited (TRICOR) was established in 1976 with headquarters at Hyderabad, and its area of operation extends over the entire State of Andhra Pradesh (AP Cooperative Societies Act 1964) It is monitoring the Government flagship programs of NAVARATNALU for development of Scheduled Tribes and Scheduled areas and is in tune with the Vision of Transforming our World through Sustainable Development Goals (SDGs). In addition to the NAVARATNALU, TRICOR is implementing the schemes for the STs and also the development of Particularly Vulnerable Tribal Groups (PVTGs) under the Conservation Cum Development Plan (CCDP) with the support from the Government under the State Plan and Centrally Sponsored Schemes (CSS) for the economic development of ST families below the poverty line by coordinating with other departments like Rural Development, Agriculture, Horticulture, Animal Husbandry, Industries, etc.

NAVARATNALU:

The Government of Andhra Pradesh is committed to the welfare and development of all segments of this Society and implementing various welfare programs to benefit the poor in the State through Navaratnalu. As part of the overall development agenda and economic development of the people, as promised in the manifesto, the Government of Andhra Pradesh introduced NAVARATNALU.

As the name suggests, through nine large-scale welfare programs which will percolate to the grassroots, the party plans to offer benefits worth a minimum of Rs 1 lakh to Rs 5 lakh per year.

Here are the Navaratna welfare schemes implemented in TRICOR.

1. Jagananna Ammavodi:

In order to ensure that the poverty of the parents does not come in the way of educating their children the Government of Andhra Pradesh has announced and launched a unique and innovative scheme JAGANANNA AMMAVODI. The government has issued orders for releasing financial assistance of Rs. 15,000/- per annum to each mother or recognized guardian from Below Poverty Line (BPL) families that are sending their children to schools or colleges from Class I to XII (Intermediate Education) in all Govt. and Pvt. recognized management schools/colleges in the State. (GO Ms.No.79, SE dated 04-11-2019).

During 2019-20 (2,75,122) STs benefitted with a number of Rs. 412.68 Cr.

During 2020-21 (2,84,212) STs benefitted with a number of Rs. 397.90 Cr.

2. Jagananna Vidya Deevena (RTF):

The objective of Jagananna Vidya Deevena (RTF) is to provide reimbursement of tuition fees to eligible ST students. Government-issued guidelines vide G.O. Ms. No.115, Social Welfare (Edn) Dept., Dt.30.11.2019 for sanction of Jagananna Vidya Deevena (RTF).

During 2019-20 under the scheme of Jagananna Vidya Deevena (RTF), 35,654 ST students have benefited with a number of Rs. 64.48 Cr.

During 2020-21 under the scheme of Jagananna Vidya Deevena (RTF), 43,020 ST students have benefitted with a number of Rs. 40.41 Cr.

3. Jagananna Vasathi Deevena (MTF):

The objective of Jagananna Vasathi Deevena (MTF) Schemes is to provide Rs. 10,000/- per person to ITI students, Rs. 15,000/- per person to Polytechnic students, Rs. 20,000/- per person for other Degree, and above courses per year to every eligible student for food and hostel expenses. (G.O.Ms.No. 115 Dated: 30-11-2019).

During 2019-20 under the scheme of Jagananna Vasathi Deevena (MTF), 26,351 number of ST students have benefited with a number of Rs. 25.14 Cr.

During 2020-21 under the scheme of "Jagananna Vasathi Deevena (MTF)" 31,702 number of ST students have benefitted with a number of Rs. 30.57 Cr.

4. YSR Cheyutha:

This scheme is to provide financial assistance of Rs. 75,000/- in Phases, from 2020-21 onwards to ST women between the age group of 45 to 60 years through ST Corporation. During 2020-21 under YSR Cheyutha (130913) ST women benefitted with an amount of Rs.245.46 Cr.

During 2021-22 under YSR Cheyutha (134520) ST women benefitted with an amount of Rs.252.22 Cr.

5. YSR Vahana Mitra:

The main objective of YSR Vahana Mitra Schemes is to provide Financial assistance of Rs. 10,000/- per annum to Self-Owned Auto/Taxi Drivers for expenditure towards insurance, and fitness certificates, repairs, and other requirements. (G.O.Ms.No. 34 Dated: 09-09-2019).

During 2019-20 (8705) STs benefitted with an amount of Rs.8.70 Cr.

During 2020-21 (10,530) STs benefitted with an amount of Rs.10.53 Cr.

During 2021-22 (9910) STs benefitted with an amount of Rs.9.91 Cr.

6. YSR Nethanna Nestham:

The objective of the scheme is to provide Rs. 24,000/- per annum to every weaver family who owns a Handloom to modernize their equipment and to compete with the power looms sector. G.O.MS.No.89, Dated: 23-10-2019.

During 2019-20 under YSR Nethanna Nestham (260) ST waivers benefitted with a number of Rs. 0.62 Cr.

7. YSR Jagananna Chedodu:

The objective of the scheme is to provide Financial Assistance to Rajakas, Nayee Brahmins, and Tailors belonging to All Communities who are living below the poverty line. The financial assistance would be Rs. 10,000/- per annum to the Rajakas, Nayee Brahmins, and Tailors respectively. (G.O.Ms.No.59, BCW (C) Department, dated 25.07.2019).

During 2020-21 under Jagananna Chedodu (3464) ST Rajakas, Nayee Brahmins, and Tailors benefitted with an amount of Rs.3.46 Cr.

8. YSR Matsyakara Bharosa:

The objective of the scheme is to provide Financial Assistance @ Rs. 10,000/- for each fishermen family under the YSR Matsyakara Bharosa scheme for the year 2020-21 who are depending on the Mechanized fishing vessels and those crafts fitted with outboard as well as inboard engine (motorized fishing boats) excluding the non-motorized traditional fishing crafts, in the Territorial waters along the entire coast of Andhra Pradesh.

During 2019-20 (292) ST fishermen benefitted with an amount of Rs.0.29 Cr.

During 2021-22 (306) ST fishermen benefitted with an amount of Rs.0.30 Cr.

9. YSR Aasara:

The objective of the scheme is to reimburse the entire bank outstanding loan amount as on 11.04.2019 directly to the Groups Savings accounts of the SHG women in four installments from the financial year 2020-21 through the respective welfare Corporations. This will create access to enhanced livelihood opportunities, income generation, and wealth creation at the household level, on a sustainable basis leading to better standards of living for poor SHG members both in rural and urban areas. (G.O.Ms. No:655 Dated:22.08.2020).

Under YSR AASARA (29,852) STs benefitted with an amount of Rs.169.60 Cr.

10. YSR Pension Kanuka:

The government is committed to the welfare of all segments of society and enhanced the financial benefit under various pension schemes. All these schemes are put together under the name YSR Pension Kanuka. Various pensions covered under this scheme are as follows:

a) Pensions to Old Age Persons & Widows: Rs.2500/- per month is provided to poor old age persons/Widows.

b) Pensions to Single Women: An amount of Rs.2500/- per month is provided to poor single women.

c) Pensions to AIDS Patients: This scheme is to provide financial assistance to AIDS patients.

d) YSR Disable Pensions: Rs.3000/- (or) Rs.2000/- per month is provided to disabled persons having a minimum of 49% disability.

e) Pensions to Toddy Tappers: To provide a pension of Rs.2000/- PM to toddy tappers.

f) Pensions to Dialysis Patients (CKDU): Financial support of Rs. 3,500/- PM to the patients who are undergoing dialysis.

g) Pensions to Fishermen: Financial support of Rs. 2,000/- PM to Fishermen.

During 2019-20 (3,39,042) STs benefitted with an amount of Rs.895.67 Cr.

During 2020-21 (3,60,855) STs benefitted with an amount of Rs.833.92 Cr.

During 2021-22 (3,54,459) STs benefitted with an amount of Rs.338.30 Cr.

TRICOR SCHEMES:

1. Implementation of Novel Welfare Self-Employment Scheme to STs by providing 4-Wheeler Mini Truck Mobile Dispensing Units (MDUs):

The Hon'ble Chief Minister of AP has launched the new scheme Novel Welfare Self-employment scheme on 21.01.2021 to ST beneficiaries by providing four-wheeler Mini Truck Mobile Dispensing Units (MDUs) for sustainable livelihood and economic development vide G.O.Ms.No.69, Tribal Welfare (GCC) Department, dated 18/11/2020. The Government has allotted the number of vehicles to each ITDA & Non-ITDAs Districts to implement the Novel Welfare Self-employment scheme to provide (701) four-wheeler Mini truck vehicles. Against the allotted units to the Districts by the Government, the allocation of units to the Mandals/Municipalities/Municipal Corporations within the District shall have to be allocated by the District Collectors concerned.

The funding pattern indicated vide G.O.Ms.No.71, Tribal Welfare (GCC) Department, dated: 02.12.2020 read above, out of the total unit cost of the Mobile Dispensing Units, 10% of the unit cost has to be paid by the beneficiary as contribution and the balance 90% of the unit cost will be borrowed from the financing bank (Bank of Baroda) as per the agreed terms and conditions. Out of the total loan amount of 90%, only 30% of the unit cost, payable by the beneficiary in 72 EMIs as loan component, and the balance 60% loan portion of the unit cost will be provided as a subsidy by the Andhra Pradesh Scheduled Castes Cooperative Finance Corporation Ltd as part of the self-employment scheme duly remitting the EMIs to the financing bank (Bank of Baroda) during the entire loan tenure of 72 months. Appointment of Chairman, TRICOR:

The Government of Andhra Pradesh has appointed Sri Sataka Bullibabu as Chairman of the Andhra Pradesh Scheduled Tribes Cooperative Finance Corporation Limited (TRICOR) for a period of (2) years from the date of assumption of Charge Vide G.O.RT.No.213, Social Welfare (Tribal Welfare-GCC) Dept., Dt:23.07.2021.
